On a heap of bank documents put through paper shredders, blinking neon letters spell the words NOUS, NO US and US NO.
In English, NO US is the negation of the French NOUS (“we” or “us”), and US NO, without the space, stands for United States Naval Observatory,
one of the oldest astronomical observatories in the United States.
